The Program Demand Cost Model for Alaskan Schools, first used in 1981, was developed by HMS Inc. as a tool for school districts to develop a project budget for the construction of schools in their area based on the school's needs and programmed space requirements.

For the last 30 years this tool has been used successfully to establish complete construction budgets for schools, school additions and remodel / renovation projects.

Currently, the Program Demand Cost Model is in its 12th edition addressing all elements of modern schools, including technologies, for a complete project budget in any location. HMS Inc. also updates the Demand Cost Model annually to keep construction costs and escalation current.
