As co-founder and president of HMS Inc., Ehsan oversees the estimating operations of the company in addition to his role as project estimator. Ehsan has more than 35 years of experience in estimating and quantity surveying. He has participated in thousands of projects during his lengthy career and his vast knowledge of construction methodology and pricing makes him a unique and priceless resource to HMS Inc.

Louie Wiegers
AACE, CSI
Senior Estimator
Louie has more than 25 years of cost estimating and project management experience and has worked on hundreds of significant projects throughout Alaska as well as the Far East. Louie's extensive knowledge and ability to estimate complete systems from concept through final design make him a valuable asset to any project. His information technology background enables him to develop project schedules and prepare estimates in varying estimating applications, such as MII, as required by our clients.

Dilip Patel
Estimator
Before joining HMS Inc. in 1984, Dilip worked for the government in India as a project manager. Dilip’s primary focus is mechanical and electrical estimating. He has performed estimating quantity surveys through all phases of a project for civil, architectural, structural, mechanical and electrical elements. Dilip has extensive knowledge of more complex mechanical and electrical systems found in hospitals, airports and hangars.

Kent Gamble
ASPE, CSI, SAVE
Senior Estimator
Prior to joining HMS Inc. in 2000, Kent worked as an estimator and project manager with a general contractor for 16 years in Alaska and the state of Washington. Kent has extensive experience in cost development from the charrette and value engineering process through preliminary to final construction documents. Kent also develops project schedules and prepares estimates in various computer application packages to include MII.

Jeff Wener
Estimator
An HMS Inc. employee since 2004, Jeff previously worked in the construction industry in Alaska and California as a foreman, superintendent, project manager and general contractor. Jeff brings practical field experience to his estimation work, developing estimates at all levels of construction design and performing construction progress reviews for financial agencies.

Cliff Hitchins
Emeritus
Cliff co-founded HMS Inc. with Ehsan Mughal. He has retired from HMS Inc., but keeps his estimating skills sharp by helping with overflow work at HMS Inc. Cliff has 36 years estimating experience in Alaska. Prior to arriving in Alaska, Cliff worked 15 years on projects elsewhere in the U.S., England and West Africa with international and civil engineering companies. Cliff has lectured graduate classes, conducted seminars and made presentations on subjects of cost estimating, value engineering and life cycle costing. He has also served as an expert witness.
